NON-EU DOCTORAL STUDIES
DOCUMENTS REQUIRED FOR THE APPLICATION TO DOCTORAL STUDIES, FOR CITIZENS OF NON-EU COUNTRIES, AND OF COUNTRIES WHICH DO NOT BELONG TO THE EUROPEAN ECONOMIC AREA OR SWISS CONFEDERATION
For citizens of non-EU countries, and of countries which do not belong to the European Economic Area or Swiss Confederation, the access to doctoral studies is conditioned by the issuance of a Letter of Acceptance to Studies by the Romanian Ministry of Education. For this purpose and also for the registration for the admission to doctoral studies contest, the candidates will comply with the following procedures.
Deadlines:
- For submitting the documents for the letter of acceptance: until Jun 30, 2024
- Last day for submitting the original contract for the enrolment: until October 1, 2024
All candidates to doctoral studies need to have a doctoral supervisor from the University of Agricultural Sciences and Veterinary Medicine of Cluj-Napoca and to receive the preliminary agreement from the future supervisor, in order to apply for Ph.D. studies.
I. Preliminary agreement
All candidates to doctoral studies have to obtain a Preliminary agreement (LINK) signed by a doctoral supervisor from USAMV Cluj-Napoca. The candidates whom cannot get in touch with a supervisor will submit the following documents to the Doctoral School, by email: passport, letter of intention that specifies the Faculty and the field of study for the Ph.D., a Curriculum Vitae (Resume), a short research project (1-2 pages), references, the list of scientific publications, and other documents relevant for the previous studies and activity, and for the intended research project. The secretariat will forward these documents to the doctoral schools. The secretariat does not assume responsibility for guaranteeing the candidate to obtain this agreement.
II. Letter of Acceptance and Admission Exam
Letter of acceptance
For citizens of non-EU countries, and of countries which do not belong to the European Economic Area or Swiss Confederation, the access to doctoral studies is conditioned by the issuance of a Letter of Acceptance to Studies by the Romanian Ministry of Education.
All the original certified and translated documents, required for issuing the Letter of Acceptance will be sent by e-mail ([email protected]) and courier in the period until June 30th , 2024. Full application files will be sent by post mail/courier at the address: Şcoala Doctorală, Universitatea de Ştiinţe Agricole şi Medicină Veterinară, Str. Calea Mănăştur nr.3-5, 400372, Cluj-Napoca, Romania.
Documents received after the period mentioned in the calendar or incomplete files will not be processed.
Required Documents for issuing the Letter of Acceptance:
Documents required for the application file Preliminary observation: all certified copies and all certified translations mentioned in the following list will be authenticated by the Romanian embassy from the issuing country, or will have the Hague Apostille, or will be authenticated in accordance with specific treaties signed by Romania and other states.
- Preliminary agreement signed by a doctoral supervisor from UASVM Cluj-Napoca;
- Consent for processing personal data;
- Candidate’s contact data (correspondence address, phone number, e-mail address);
- Application for the issuance of Letter of Acceptance to Studies;
- High School graduation diploma or its equivalent and transcript of records (if the original document is written in Romanian, English or French, then a certified copy is required; if the original document is written in any other language, then a certified translationin Romanian or in English, together with a certified copy of the original is required). For residents of countries that have signed the Hague Convention, the Hague Apostille is requested; for all the others, the documents have to be authenticated by the Ministry of Foreign Affairs, the Ministry of Education and the Romanian Embassy in their homeland);
- Bachelor’s Degree diploma (or its equivalent) and transcript of records or diploma supplement (if the original documents are written in Romanian, English or French, then certified copies are required; if the original documents are written in any other language, then certified translationsin Romanian or in English, together with certified copies of the originals are required). For residents of countries that have signed the Hague Convention, the Hague Apostille is requested; for all the others, the documents have to be authenticated by the Ministry of Foreign Affairs, the Ministry of Education and the Romanian Embassy in their homeland);
- Master’s Degree diploma (or its equivalent) and transcripts of records or diploma supplement (if the original documents are written in Romanian, English or French, then certified copies are required; if the original documents are written in any other language, then certified translationsin Romanian or in English, together with certified copies of the originals are required). For residents of countries that have signed the Hague Convention, the Hague Apostille is requested; for all the others, the documents have to be authenticated by the Ministry of Foreign Affairs, the Ministry of Education and the Romanian Embassy in their homeland);
- Copy and certified translation of the certificate attesting the Bachelor or Master graduation exam for current year graduates;
- Birth certificate (if the original document is written in Romanian, English or French, then a certified copy is required; if the original document is written in any other language, then a certified translation in Romanian or in English or in French, together with a certified copy of the original is required);
- Marriage certificate (only if the applicant’s last name changed subsequent to marriage) or any other document relevant for the name change (if the original documents are written in Romanian, English or French, then certified copies are required; if the original documents are written in any other language, then certified translations in Romanian or in English or in French, together with certified copies of the originals are required);
- Passport copy – valid for at least 6 months after the issuing date of the Letter of Acceptance;
- Copy of the document certifying the permanent residence abroad;
- Medical certificate (in Romanian, English or French) attesting that the applicant does not suffer from any contagious diseases or any other illnesses incompatible with the future profession;
- Two photos (3 cm X 4 cm);
- Curriculum vitae (Resume);
- List of scientific publications;
- 2 CD/DVD with all the documents required for issuing the letter of acceptance scanned.
Note: UASVM will process your file and will send it to the Ministry of Education for evaluation (ME will not process documents which are not according to the requirements, or incomplete files). It may take up to 30 working days to receive an answer from the Ministry of Education. Once the answer is received, the UASVM Cluj-Napoca will inform the student about the results. If the Letter of Acceptance was issued, we decide together the way through which the document will be sent to the candidate. During this time, candidates could be asked for supplementary or explanatory documents.
Representatives of the future students must present upon submission of the file a power of attorney stating that he/she is empowered by the student to represent him/her in the admission process.
Admission procedures and admission exams
All the candidates that received the Letter of Acceptance must submit the admission documents in the period mentioned in the calendar.
Documents received after the period mentioned or incomplete files will not be processed. Please try to send all the documents in the period mentioned in the calendar.
Required documents for the admission:
In the admission period the candidates must submit the following documents:
- Application form(available only in the admission period);
- Letter of acceptance;
- Preliminary agreement;
- Consent for processing personal data ;
- Statement/ affidavit signed, regarding the correctness and authenticity of the documents submitted online by the candidate;
- High School graduation diplomaor its equivalent and transcript of records (if the original document is written in Romanian, English or French, then a certified copy is required; if the original document is written in any other language, then a certified translation in Romanian or in English or in French, together with a certified copy of the original is required);
- Bachelor’s Degree diploma(or its equivalent) and transcript of records or diploma supplement (if the original documents are written in Romanian, English or French, then certified copies are required; if the original documents are written in any other language, then certified translations in Romanian or in English or in French, together with certified copies of the originals are required);
- Postgraduate Studies diploma/Master’s Degree diploma (or its equivalent) and transcripts of records or diploma supplement (if the original documents are written in Romanian, English or French, then certified copies are required; if the original documents are written in any other language, then certified translations in Romanian or in English or in French, together with certified copies of the originals are required);
- Copy and certified translationof the certificate attesting to the Bachelor graduation exam for current year graduates;
- Birth certificate (if the original document is written in Romanian, English or French, then a certified copy is required; if the original document is written in any other language, then a certified translation in Romanian or in English or in French, together with a certified copy of the original is required);
- Marriage certificate (only if the applicant’s last name changed subsequent to marriage) or any other document relevant for the name change (if the original documents are written in Romanian, English or French, then certified copies are required; if the original documents are written in any other language, then certified translations in Romanian or in English or in French, together with certified copies of the originals are required);
- Passport copy– valid for at least 6 months after the issuing date of the Letter of Acceptance;

- Language certificate:
If the candidate intends to study in Romanian language, one of the following documents will be submitted: certificate of proficiency in Romanian language, or preparatory year graduation certificate, or documents proving the graduation of at least 4 years of study in an educational institution with Romanian as language of instruction.
For studying in other language (with the acceptance of the coordinator) the candidate needs a Certificate of language competence English –, issued by an authorized institution (for the four competences – writing, speaking, listening and reading).
Exception – the candidates coming from countries where the official language of the state is the language in which the courses are being conducted or which show, with school documents, that they have attended the courses in that language.
- Statement on his own responsibility that he did not commit disciplinary offenses during his studies and that he was not sanctioned by the ethics commission of the graduated university.
- Receipt attesting the payment of the processing feeand the admission fee

Admission exams will be held by the Doctoral Schools in the period 2-13 September 2024. The candidate will have to participate to the admission exams organized by the Doctoral School which includes an interview with the admission committee. Only those candidates who are declared admitted will be enrolled officially as PhD students.
III. ENROLLMENT
All the candidates that received the letter of acceptance, participated at the admission, passed the admission exams and fulfilled all mandatory requirements in accordance with the national legislation and university regulations will be included on the list of candidates proposed for enrollment.
- All the candidates need to confirm the place: students must submit the proof of payment for at least 25% of the annual fee (monthly fee x 10 months of study = annual fee).
- For the enrolment the candidates who were declared admitted must sign the study contract in original 3 copies and submit it to the secretariat of the doctoral school.
The students that don’t submit all the necessary documents for confirmation of the place and enrolment in the specified calendar won’t be enrolled to PhD.
Observation: The academic year starts on October 1st.
